It isn't that RetroArch is lacking a feature, it is that the emu community hasn't built RetroArch cores for every emulator. You aren't going to get the RetroArch menu/overlay for the emulators that are not running via a RetroArch core. Play has been in the works for a while now and is continually improving. The PCSX2 core for RetroArch is still in beta support and has known issues. It should be using the standalone flatpak for the PCSX2 emulator. It seems like you are still missing the point that if you used EmuDeck to do the installations for your emulators, then it shouldn't be using RetroArch for the PS2 emulation.
